Being nosey I asked the guy standing at ground level. The building is the Guild Hall in London and a few years ago it has some restoration around the windows, which has started to show signs of failing. The only way they could document this was to get the guy on the rope to photograph it.
now that’s dedication to get the shot! is that common? : )
