Yes it’s a puzzling one. The nearest credible answer that I’ve found relates to the area. The railings are to be found in Bridewell Street near to Blackfriars Bridge. They front a newish Premier Inn and the thought is that they are made out of or made to look like parts of door locks in a nod to the area’s past as a prison.
